In Amazons defence, they offer you a near unlimited choice of products to advertise, if you have targeted traffic I think it would be well woth incesting some time in to doing some A/B testing on the products you are advertising, and how you are advertising them. The fact that you are making low sales if you have traffic will be more down to what you are doing than Amazon.
The easiest and most common way to start building an audience for a website is via social media. Depending on your niche and industry, you can choose from Facebook, Twitter, Instagram, Pinterest and several other niche and location-specific networks. Building up an engaged and interested following on social media is a great opportunity to build relationships and once you have their trust, promote your products and services to them. 
You’ll make more money in a niche topic than you will on a general topic for two reasons. First, you’ll be speaking to enthusiasts, people who live and breath the issue you are dealing with. They will be interested in what you have to write and in what you have to sell because it fits into a topic that they already care about and because you are promoting high-quality, expert content. Marketing to them will simply be easier.

Affiliate Marketplaces – ShareASale and ClickBank have thousands of merchants to choose from. At the core of how affiliate marketing works is you providing excellent content that people want and need to read that has attached purchase opportunities to it. It is that simple in theory. Petra- your keyword phrase “Beach Decor” can expect to get 374 hits per day for the number 1 spot on Google, but there are 189,000 websites in competition with you (hard to get to #1). But you can get to #1 easier with the keyword phrase “Sea Decorations” and if at #1 you can expect 50 hits/day and only competing with 12,600 other websites. Also “Beach Party Decorations”, #1 Google spot can expect 40 hits/day and competes with 16.200 other websites.

You can research what affiliate programs are already out there and try to compete with their commission rate. Try to get listed in affiliate marketplaces like ShareASale or CJ. I don’t have experience actually running an affiliate program but I personally look for good commissions and a company with a solid reputation with products that can actually help my readers. Make a list of relevant websites/influences that fall within that criteria and reach out to them about your affiliate program. I know it’s broad advice but that’s why I see other companies do – they often have affiliate managers that are constantly working on business development.

StackPath – CDN with 31 additional data centers (Cloudflare has 150+ data centers, but more data centers = faster content delivery). I get around $1,000/month by referring people to StackPath in my cache plugin tutorials. StackPath recently bought MaxCDN and their affiliate acceptance rate is much lower (depends on your potential volume) but most cache plugins converted to StackPath as their recommended CDN

After all, any earning in excess of my expenses is worth it.

It is very easy to fall foul of Google’s Terms of Service and have your AdSense account suspended. This means terminated, because the huge majority are terminated for life. Competitors can bomb your pages with clicks which Google will regard as suspicious clicking activity – this results in termination of your account. Almost nobody gets their account reinstated.
Yes is the short answer. Any time you are planing on generating money, you should have a plan. No plan means no real focus. There may be some 1/1000 percent of a chance you will succeed, but I haven't met them yet. If you have already started and have generated an income, record how. Doing so will give you material for use in expanding your business faster.
